As the Bush administration enters its second term, the labor movement is in crisis. Though organizing has been the AFL-CIO’s top priority for a decade, 88 % of U.S. workers are unorganized and union membership continues to decline. At this critical juncture, union leaders are debating the merits of dramatic structural changes.
